Encore Solutions, Inc. (Encore Solutions) has the depth and breadth of experience required in the SeaPort Enhanced (SeaPort-e) Solicitation to support the Naval Sea Systems Command (NAVSEA) and its Warfare Centers’ requirements for Engineering, Technical and Programmatic Support Services. We possess a strongly innovative and experienced management staff with the knowledge and vision required for efficient and quality execution of existing and future program requirements.
We have assembled a technically strong team of subcontractors (Encore Solutions Team). The following table identifies the members of the Encore Solutions Team, their business type and geographical zones supported under Encore Solutions’ proposal.
Encore Solutions has shown a steady deliberate growth that has allowed us to gather the key personnel necessary to ensure sound corporate management and the ability to provide exceptional technical personnel. Even though the company is relatively young, the experience base of the key staff is well positioned to undertake a more aggressive growth that will include work being place against the resultant contract. All of the staff have been involved in providing technical services to the Federal Government for decades and as such ensure that only the highest quality of support can be expected by the Navy. Our staff has extensive experience in property control systems for DoD weapon systems, Government assets entrusted to us by our clients required for the performance of tasking. Our past experience ratings provided by both current and past customers are a further testament to the capabilities of Encore Solutions.
In addition to the key staff, Encore Solutions has an extensive network through its employees and consultants that allow it to not only reach in to meet the depth and breadth of work but to also reach out to supplement and add staff as required to meet customer requirements. The more we grow the greater our ability to satisfy all tasking.
Our Management Professionals have over 50 years experience supporting the acquisition process. We assist in the development of management plans and strategies, milestone planning and tracking, preparation of technical briefing materials in both hard copy and soft copy format, evaluations of program schedules, and deliverable tracking to include the planning, and/or reviewing of program data deliverables. Dynamic Solutions organized, attended or hosted, and facilitated program meetings/IPT discussions as directed by the Government. We assist in preparing and coordinating the agenda to key meetings, prepare presentation materials, participate in the actual meeting, and draft the minutes and action items for appropriate resolution.
Dynamic Solutions assists the Government in designing and implementing lifecycle integrated logistics support (ILS) to asset management, asset tracking, asset visibility, and inventory control systems. We assist in the establishment of ILS programs; the development and maintenance of logistic and support documentation and engineering drawings; the development and revision of operation, maintenance and provisioning documentation, and procedures.
Our professionals provide acquisition management support to PEO Submarine for the development or update to DoD acquisition documents, preparation for milestone reviews, and decision briefings. We provide acquisition support by assisting the acquisition IPT in formulating milestones, schedules, top-level system requirements, and combined acquisition strategy. We assist in developing or reviewing acquisition strategies; acquisition concept development; acquisition documentation; acquisition design, development, test, or production documentation; acquisition budgetary and financial information. Furthermore, Dynamic Solutions assists in developing the strengths and weaknesses of various acquisition strategies and acquisition concepts, as well as the development of and/or reviewing request for proposal and program execution documents as directed by the Government.
EG&G has been providing high quality, technology-oriented solutions to the Department of Defense (DOD), NAVSEA Program Executive Offices, Directorates and Warfare Centers and other government agencies for over 50 years. EG&G has designated zone managers for each SEAPORT Enhanced Zone to be the single Points of Contact with our customers. Each zone manager will report to our overall SEAPORT Enhanced Director. Our Director’s primary role will be to integrate personnel, resources and processes across all zones in order to maximize efficiencies and reduce costs.
Our contract base includes providing program management, systems and software engineering, systems software safety engineering, risk management, and other technical and administrative support to some of the DOD’s premier programs, weapons and weapons control systems. These include the VA Class program, Single Integrated Air Picture (SIAP), Open Architecture (OA), Joint Battle Management Command & Control (JBMC2), ForceNet, Tactical Component Network (TCN), Global Command & Control System – Maritime (GCCS-M), National Missile Defense (NMD), Theater Ballistic Missile Defense (TBMD), Battle Management Command, Control, Communication, Computer and Intelligence (BMC4I), Tactical Control System (TCS), Cooperative Engagement Capability (CEC), Ship Self Defense System (SSDS), Standard Missile, AEGIS Combat System, Tomahawk Weapon Control System, Rolling-Airframe Missile (RAM), and Submarine Launched Ballistic Missile Program (SLBM). Our core competencies include software development, performing independent verification and validation, system and software safety engineering and performing electromagnetic environmental effects analysis. EG&G is CMM assessed at SW SEI Level 2 and is currently progressing towards a CMM(I) Level 3 assessment in February 2005.
