Encore Solutions, Inc.

SOW 3.16. Under Encore Solutions Contract N00024-01-D-7019, ESI is familiar with the processes for submitting budget requirements for spares and repair parts. Members of our ILS team have provided support to NAVSEA 04L in the review of Program Support Data (PSD) documentation prior to entering into Program Support Data Automated Reports and Tracking System (PARTS). We also queried the PARTS database to extract information on spares and interim support.

Encore Solutions is currently providing program support at the Integrated Logistics Support Working Group (ILSWG) meetings, the Integrated Logistics Support Management Team (ILSMT) meetings, and various ILS element Integrated Process Team (IPT) meetings. Our team has assisted in preparing the agendas, developing presentation material, preparing meeting minutes, and tracking action items.

We also provided support in the development of a Performance Based Logistics (PBL) in support of legacy equipment and post production support for the AN-UYQ-70 display systems. In addition, our ILS team assisted NAVICP in the development of an omnibus PBL with an Original Equipment Manufacturer (OEM) that would provide the supply support for legacy, current production, and post production display systems. We provided assistance in the development of metrics, business case analysis, and the performance based agreements.

In support of our customer, our team monitored the submission of Provisioning Technical Data (PTD) submitted to the In-Service Engineering Agents via Interactive Computer Aided Provisioning System (ICAPS). We worked closely with the PEO IWS6 ILS managers and NAVICP to ensure systems receive proper COSAL support.

In support of the AN/UYQ-70 program, our ILS team assisted in the development and maintenance of the Master Acquisition Program Plan (MAPP). This plan combined information taken from other logistics documents (i.e. ILSP, COTS supportability, etc.). We authored sections on technical documentation and Interactive Electronic Technical Manuals (IETMs).

Also, Encore Solutions assisted in the development of Time and Material tasking for new initiatives and ILS product development. In addition, we reviewed engineering tasking to ensure that logistics requirements were included in the statement of work (SOW).

Encore Solutions has developed and maintained documentation in support of various system hardware. While supporting the AN/UYK-43, members of our ILS team developed and maintained the ILSP and the ULSS. We also assisted in the development of the MAPP.

Our team was instrumental in authoring the NAVSEA instruction for asset reutilization. We worked with the decommissioned ships and submarine to remove equipment and spares to a centralized warehouse for redistribution. Assets were delivered to NSWC Crane, loaded to a reutilization database, and distributed to programs and ships requiring the assets.

Encore Solutions is participated in the development of a Configuration Management Plan (CMP) that supported three programs (CEC, Displays, and Navigation). This plan supported the Engineering Change Proposal (ECP) process. We also participated in the CCB and CEB meetings where obsolescence issues are discussed. We monitored and tracked Advance Change Study Notices (ACSN) and submit monthly summary report to PEO IWS6.

Encore Solutions assisted in the drafting and preparation of correspondence supporting ILS requirements. ESI supported PEO IWS6 in the authoring of letters, point papers, and presentations. Our team is familiar with current Navy policy on correspondence format. Encore Solutions updated and maintained a Contract Data Requirements List (CDRL) database. CDRL requirements were loaded into the database and monitored for schedule delivery.

Delivered CDRLs were forwarded to the appropriate activity for review. After review, we prepared letters that support the recommendation of the reviewing team.

Encore Solutions actively participated in meetings relating to ongoing tasks and new initiatives. Our team coordinated all meeting arrangements for the ILSWG, ILSMT, IPTs, and In-Process Review meetings. This coordination included developing the agendas, preparing the meeting room (media equipment, copies, etc.), taking meeting minutes, and tracking action items.

SOW 3.20. Under our N00024-01-D-7019 contract, Encore Solutions provided system engineering support to PEO IWS6. We supported the AN/UYQ-70 display system and have performed system analyses and tradeoff studies. Our engineers worked closely with the Program office to provide the technical assistance required for supporting the Peripheral Emulation Program (PEP) and Rack Based Console (RBC).

Another important area of our support included technical documentation reviews. On a regular basis, our engineers participated in reviewing Test Procedures, Maintenance Manuals, Version Description Manuals, and Software User Manual. Our review entailed making recommendations for updates or changes in support of current processes and procedures.

Encore Solutions provided support in reviewing the drawings and design of the AN/UYQ-70 consoles to ensure that the functional and physical design met the performance requirements established by PEO IWS6.

Our engineers worked closely with the Program Office in supporting various program reviews, technical working group, and IPT meetings. We participated and provided support to the following meeting for PEO IWS6: Production Qualification Review (PQR), Preliminary Design Review (PDR), Joint Test Group (JTG), AEGIS Working Group Meeting, and Process Action Team (PAT).

SOW 3.21 Under contract N00024-01-D-7019, Encore Solutions has been providing support to Naval Sea Systems Command (NAVSEA) and other government agencies. Our program management support is defined by the mission of the sponsoring programs. Our team is prepared to assist the program managers with the development of their annual budgets and getting them approved. We also authored papers to support the program to include white papers, project correspondence, and team correspondence using email.

Encore Solutions has provided program support to PEO IWS6 and Team Submarine. This support includes handling administrative matters such as maintaining schedules, setting up for meetings and conferences (telecom and video), and maintaining calendar. In addition, our team provides transportation support and making travel arrangements.

Our senior managers have experience working with the OPNAV sponsors. We also provided technical support and advisement on program systems and hardware. Supporting PEO IWS6, our managers supported the Program Executive Reviews and host-specific program reviews. During these meetings, we provided assistance in reviewing the overall program status and defining the risk areas and cost drivers.
